Hungarian Goulash Soup

3 tbsp vegetable oil
1 lb bottom round, diced
2 lb onion, diced
2   garlic clove, minced
1 cup tomato puree
2 tbsp paprika
2 cup potatoes, diced
1   green pepper, diced
1 cup saurkraut
    water
    salt
    pepper
1 tbsp goulash spice

Goulash Spice:

    peel of one lemon
3   garlic cloves, minced
1   bay leaf, minced
1 tsp salt
1/2 tsp caraway seed
    dried thyme
    dried oregano

Place vegetable oil and bottom round on bottom of soup pot, add onion, garlic, and saute until meat browned.  Add water, puree, green pepper, saurkraut, and remaining ingredients.  Cook over medium heat until brought to boil.  Reduce heat to low, stirring occasionally and checking seasonings.  When potatoes and meat tender, serve.
