Steaming Corn and Potato Chowder

2 tbsp butter
1 cup chopped onion
2 cups diced potatoes
2 cups water
1 tsp salt
1/4 tsp pepper
2 cups fresh-cut corn
1/2 cup cooked ham, chopped
13 oz evaporated milk
1/4 cup flour
1/2 cup water

Saute onion until tender.  Add potatoes, 2 cups water, salt and pepper.  Cover and simmer 15 minutes or until tender.  Remove from heat.  Stir in corn, ham, and evaporated milk. Blend flour with 1/2 cup water; stir into chowder.  Cook, stirring constantly over medium heat, until chowder thickens and bubbles 1 minute.  Sprinkle with paprika. Serve.
